What is ANPR?

ANPR stands for Automatic Number Plate Recognition (and is also known as ALPR – Automatic Licence Plate Recognition). It is a system that uses cameras to record the number plates of vehicles entering and exiting a site along with the dates and times. Systems can be set-up with various rules depending on the use of the car park:

  • Maximum stay – set a maximum a vehicle is allowed to stay and issue a Parking Charge Notice (PCN) to vehicles over this threshold.
  • No Return – if a vehicle returns to the site within a no-return window a PCN will be issued.
  • Permits only – Using the portal you can add vehicles to the e-permit.
  • Pay and Display / Pay and Stay – sites with a P&D machine can be set to report vehicle data back and those who do not pay or underpay would be issued a PCN.
  • Barrier Control – ANPR can be tied to barrier control to automatically open gates when approached by a vehicle.

Enforcement you control

ANPR is a system that has checks and balances to ensure that you, the client, remain in full control at all times. No PCN will be issued without rigorous checks to ensure that the data is valid and that the vehicle has not been authorised by you. Clients are able to use a portal to access our back-office and add authorised vehicles 24/7.

How does the PCN get issued?

Once an unauthorised vehicle is detected the system will create a pre-issue PCN. This pre-issue PCN cannot be issued until it has been checked by a fully trained Minster Baywatch Internal Patrol Officer. The Patrol Officer will check this charge to ensure accuracy and issue once they are fully satisfied that the charge is valid.

Minster Baywatch then electronically apply to the DVLA for the keeper details which will give their name and address. A charge is then promptly posted to the registered keeper thereby remaining compliant with the Protections of Freedoms Act 2012.

We offer free set-up with no monthly management fee on most sites (not available on barrier controlled and is subject to site survey and contract).
