Background

A newly constructed residential complex in Bold Street, Morcambe featuring a car park for its residents. The complex offers 30 standard parking spaces and one space for motorcycles.

​Challenges

​The resident complex’s planning process required the installation of Automatic Number Plate Recognition(ANPR) with the motive to monitor and manage the car park. The resident car park is located close to the doctor’s surgery and a few minutes away from the Morecambe Bay beach area. The area also houses lots of local shops, restaurants, and various businesses. The probability of visitors to local amenities using the residential car park is high.

​So, to prevent unauthorised parking from non-residents, they required enforcement strategies as part of their planning process. So, the complex was due to open in Spring and required Minster Baywatch to install ANPR within a strict time scale set by residential contractors.

​Solutions

​1) Permit System

We introduced a digital permit management system solution for the car park. The permit portal can be accessed by residents via their phone or any other device to add, modify, remove information, and apply for permits. The system allows every property to hold up to 2 vehicles per property, and each vehicle has a separate permit fee.
Our team is also available to manage and facilitate permits if there are any issues while applying, updating, or removing permits.

2) ​Enforcement System

We introduced two Automatic Number Plate Recognition (ANPR) cameras to capture vehicles’ entry and exit. One was placed at the entry and another at the exit of the car park and operates 24/7, 365 days a year, with no disruption.

So, the camera acts as enforcement for the car park to discourage any unauthorised parking behaviour. We ensure it’s integrated into the permit system of the car park for them to work together.

​3) Allow List System

The car park required its own authorised list for staff and owners of residential complexes. So, we set up a web-based system accessible via various devices for owners to manage their own allow list and customise it to their requirements. We trained the owners to use it and handed over the credentials, and our team members will also offer support whenever needed.

4) New Signages

We designed and added signage all over the car park to ensure the parking is only for permit holders. It was designed by collaborating with owners, ensuring it’s informative and compliant with industry regulations.

Outcome

We catered and delivered to  requirements by aligning everything to their complex’s opening date. The residential complex, now open, has a car park that’s not misused by unauthorised users with an ANPR and permit system in place.

​Any vehicle noncompliance is monitored via ANPR, and parking charge notices are issued if anyone engages in unauthorised or nuisance parking. The allow list has helped manage staff parking and not trigger a ticket for any wrongful user group.
