Venneit Close is a residential car park in Oxford, Oxfordshire. It’s considered one of the busy residential areas among locals in Oxford. Their car park is a residential space available only to tenants and their visitors.
The residential car park has been experiencing misuse by non-residents. The car park has limited parking bays but unauthorised people frequently park and take up space for hours.
The car park did incorporate Manual Patrolling before. It meant parking attendants were monitoring the car park during specific hours of the day. But it was not the most effective system, as unauthorised parking could occur on any hour of the day.
So, the residential car park required a 24-hour enforcement system to ensure only permit-holders were using the car park. The property also lacked the proper permit system for residents failing to identify if only residents were parking or not.
The other car park operators failed to deliver services for proper enforcement. So, the owners wanted help from Minster Baywatch, setting up a proper system for enforcement only.
We introduced a digital permit system for the car park. It meant the residents could access permits virtually via their phone or any other device. The system is managed by Bransby Wilson, but offers permit holders the flexibility to change/update their vehicle details. The system allowed permit holders to hold up to 2 vehicles for each property.
Our expert team members are also available to help apply, manage, update, or delete permits by contacting them directly. As the owners of car parks were not happy with the previous car park management system, they didn’t want to rely on it for permits and other services.
So, with us managing permits for residents, they didn’t have to rely on or depend on previous management at all to facilitate the new system managed by us.
The car park required a 24-hour enforcement system. So, we installed an ANPR system to monitor each vehicle entering/exiting the parking facility. The ANPR would benefit the resident car park by following:
We installed one camera to monitor vehicles as the car park has only one entrance and exit. The same camera is integrated with an online system for permit management to work together. So, if non-residents without permits misuse the car park, it would be identified in the system.
Further, with ANPR operating 24/7, the car park doesn’t have to rely on manual patrols to monitor parking and prevent unauthorised users. Parking Charge Notice(PCN) will only be issued to unauthorised users if they are engaged in misuse of the parking space.
We set up an allow list management system via software and provided parking portal access. The online software is compatible with various devices, with credentials provided by us. The members managing the software for the allow list were trained to use the system, and further support is also provided by our team members.
Access was given to the previous parking management company of the car park. It’s because they were still managing other aspects of parking, except the enforcement service. It was essential to make working together easy without any conflict.
We designed and installed new signage for the car park by understanding the car park’s needs. It was designed in a clear way to avoid any confusion and still comply with parking regulations set out by the industry. It set out clear information about parking being available for residents with permits only.
The enforcement parking services put together by Minster Baywatch for Venneit Close’s residential car park have shown seamless results. The parking space is utilised by residents only and prevents unauthorised parking.

The signage is helpful and acts as an information source about parking criteria and regulations. The ANPR camera and allow list system is acting out as a great system to only trigger parking charge notices to unauthorised users of the car park.
